To effectively reduce the flow of people, minimize the risk of COVID-19 spread, we advocate that non-locals stay in Yiwu for the Spring Festival holiday. To provide the most convenient services and enable a smooth stay during the 2021 Spring Festival, we hereby make the following announcement.

1. Yiwu has set up teams consisting of Party members to provide voluntary services to non-locals who stay in Yiwu for the Spring Festival. Please reach out for help at the 96150 (12345) hotline. For foreigners, please call the bilingual service hotline (Foreign Affairs Office: 85214963, Exit and Entry Administration: 85414400).

2. Enterprises are encouraged to award employees with bonuses and gifts for staying in Yiwu during this period. We will support enterprises to make production schedules, provide off-peak holiday arrangements, and offer job opportunities with handsome payment to ensure employees' resolutions to stay in Yiwu for the Spring Festival.

3. All supermarkets, major commercial complexes, and Xin Ma Lu Food Market in the city will stay open during the Spring Festival, as will all express delivery outlets. Central Zhejiang Agricultural Products Logistic Center and other vegetable markets run by the government will be temporarily closed from noon on Feb 11 to Feb 13. All material supply units shall ensure sufficient material supply, with rational allocation, at fair prices during the Spring Festival.

4. A map of business units remaining open for customers, such as restaurants, convenience stores, laundry, barbershops, auto repair shops, and car wash centers, will be published and updated on a daily basis from Feb 11 to 26. Citizens can visit the WeChat official account "Yiwu Market Regulation" to access the map.

5. Parking lots in the city and all bus lines within the city are free of charge during the Spring Festival. Taxi and on-demand ride sharing services will still be operating. Major scenic spots within the city will be open to the public for free. More than 50 percent of all banking institutions in the city will remain open for business and claims settlement services will remain accessible in insurance institutions.

6. Public cultural venues and facilities, such as cultural centers, museums, libraries, intangible cultural heritage pavilions, citizen fitness centers, Meihu Sports Center, and football fields at local neighborhoods, will stay open for free. Yiwu Theater will present more than 40 free high-quality opera performances.

7. Yiwu Imported Commodities Plaza, the high-quality goods hall on the 3rd floor of Yiwu food and grocery market, and hundreds of counties' featured products exhibition center (9 days earlier than the previous year), and San Ting Lu night market (7 days earlier) will be reopened on Feb 14, while the logistic stations (four days earlier) will resume operation on Feb 18. Large markets, such as Yiwu International Trade Market (Districts 1-5), Yiwu International Production Materials Market, and Huang Yuan Garments Market (3 days earlier), will be open on Feb 20.

8. Spring Festival coupons will be issued to enable non-locals who stay in Yiwu for Spring Festival to enjoy their stay in the city. From Feb 1 to 26, non-locals who stay in Yiwu for the Spring Festival can apply for a digital New Year coupon worth 500 yuan each through Alipay, which can be used in offline stores in the city from Feb 11 to 26.

9. Non-locals who stay in Yiwu for the Spring Festival can receive a free 20G data package per person (available from Feb 3 to 7), as well as watch local cable digital TV programs and enjoy on-demand streaming service for free (available from January 22 to Feb 26).

10. All medical institutions in the city will not charge outpatient and emergency registration fees from Feb 14 to Feb 21 for all Yiwu citizens and non-locals who stay in Yiwu for the Spring Festival. A 50-percent discount will be given for routine physical check-ups.

11. Primary and secondary schools can hold free winter camps with the theme of "sharing the city's warmth and hospitality" for students who volunteer to participate to ensure that the children of non-locals who stay in Yiwu for the Spring Festival are taken good care of and to enrich their holiday experience.

12. Landlords are encouraged to exempt the rent for at least half a month or extend the rent lease to at least half a month for free.

13. An employee information sharing platform and a recruitment platform will be established to ensure that non-local builders can spend a peaceful and safe Spring Festival in Yiwu, as well as secure stable job positions. 14. All chambers of commerce and industry associations should guide enterprises to shoulder the responsibility of retaining employees during the Spring Festival holiday, while educational institutions should encourage students to spend the Spring Festival holiday in Yiwu. Yiwu locals shall stay in Yiwu for the festival and be good hosts, providing all the convenient services to those non-locals staying in Yiwu for the festival.
